I first heard about this from comments on some of my own traffic enforcement education videos. In some countries, traffic fines are designed to affect everyone equally, regardless of wealth. Instead of fixed penalties, they use an income-based system, where the penalty depends on both the severity of the offense and the driver's earnings. A fine which might be a minor inconvenience for a millionaire can become a life-changing penalty. In Finland, for example, several high-profile drivers have received six-figure fines.
